Historic Preservation Commission schedules study sessions to revisit bylaws, Section 106 process and preservation plan

Commissioners raised recusal questions based on training examples and past cases: commissioners noted that co‑applicant involvement should generally prompt recusal and that the workshop recommended the recused member physically step out of the room during deliberations. Chair Angela Urban said the training “drove home” that commissioners should base decisions on facts amid public comment noise.
The commission moved to schedule study sessions to review the official bylaws and the historic preservation plan (the staff noted the plan dates from 1998) and to consider drafting language in pairs if needed. Dennis Roberts moved to place bylaw review on a June or July study session; the motion was seconded and passed by voice vote. A separate motion to study the preservation plan was moved and seconded and also carried.
Staff said it will take the lead on offering suggested Section 106 process language and will circulate a procedural layout and summary email for commissioners before the next meeting. The commission also welcomed a new principal planner, Evan Alvarez, who introduced himself to the group.
