Huff said adjacent property owners had voiced support, and staff noted the county did not object to the proposal.
Council members added a stipulation requiring staggered unit frontages and architectural variation to avoid a monolithic façade and approved the rezoning, then passed motions approving annexation and the future‑land‑use amendment; all votes carried unanimously.
