Commission staff propose $3.16M change order to add backup well in Lower Florida aquifer

Staff reported a change order of $3,158,693 to add an additional Lower Florida aquifer well at Pollard Road, funded from FY25-26 budgets with additional appropriations planned in FY26-27 and reflected in the five-year CIP.
City staff told commissioners that work on several new wells at Cypress Wood and Pollard Road uncovered a need to add an additional Lower Florida aquifer well and associated testing.
Mark Bombard, who spoke for utilities, said the city’s drilling program produced four wells with water of acceptable quality (noting higher sulfides) and that a change order would provide the additional well required as backup at Pollard Road. The city manager said sufficient funds exist in the FY25-26 budget for a change order amount of $3,158,693 and that the project will be budgeted further in FY26-27 through the five-year capital improvement plan.
Commissioners and staff discussed hydrologic differences between the Upper and Lower Florida aquifers, long-term withdrawal limits in the city’s water use permit, and the strategy of adding alternative sources to reduce future reliance on PRWC allocations.
Staff said the change order will be brought forward for formal approval as appropriate in the procurement and budget process.
