Ivins to widen Highway 91, expand roundabouts and convert BLM parcel into Arrowhead Trail Park

Mayor Chris Hart reported transportation and parks upgrades that Ivins officials say will improve safety and recreation.
Hart described the recently completed segment of Highway 91 that added wider bike lanes, shoulders, turn lanes and a center median between roughly 200 East and 600 West, and previewed a Phase 2 widening that will extend improvements toward the city boundary to provide safer cycling and pedestrian access. He said Ivins prefers roundabouts — seven exist today and additional roundabouts are planned, with as many as 17 shown in the city’s transportation master plan — which the mayor said permit traffic flow and provide opportunities for public art installations.
"Roundabouts are both the safest and the quickest way to convey traffic if you have a volume of traffic that doesn't overwhelm them," Hart said, adding that the city plans to display sculptures and other art in the roundabouts as part of an arts-in-roundabouts program.
On parks and public land, Hart said City staff are closing a Recreation and Public Purpose (R&PP) land grant with the Bureau of Land Management to acquire about 80 acres south of Highway 91. He said the parcel — which contains the historic Arrowhead Trail — will become Arrowhead Trail Park with trailheads, equestrian parking and a probable dog park; a portion is intended for a future public-works yard and additional cemetery space.
Hart said the city has recently added trail mileage (about 1.7 miles on Old Highway 91) and plans to expand to roughly 15 miles of multiuse trails through infill and phased additions.
Why it matters: the road and trail improvements affect safety for cyclists and pedestrians; the BLM land acquisition and park planning expand recreation access and preserve historic trail elements while providing municipal operational space.
Next steps: Hart said the city will continue design and funding work for Highway 91 Phase 2, advance roundabout and art installations, and finalize the R&PP land transfer and park planning.
