On addenda and appointments, attorney Randall Minor told the council that two cooperative‑district board terms had expired and a refinancing of about $7 million was imminent; the council appointed two nominees to the cooperative district board to enable the refinancing process to proceed. Minor described the board as an infrequent meeting body, formed for prior bond deals, and said staff would coordinate a reporting process to Budget & Finance if the board meets.
Finally, the council completed nominations and votes for its 2017 Gallery of Distinguished Citizens and filled four slots by council vote.
