City named new HOPWA entitlement recipient; annual CDBG action plan moves forward for public comment

City staff presented the draft annual action plan for community-development block grant (CDBG) funds and informed the committee that HUD recently designated the city as a new entitlement community for HOPWA (Housing Opportunities for Persons With AIDS). The HOPWA designation makes the city responsible for distributing program funds across a five-county service area (Cobb, Cherokee, Bartow, Paulding and Haralson Counties) and requires recipients to serve low-income eligible clients throughout the region rather than only within the city.
Staff said HOPWA funds must be used for eligible housing programs and services, typically through project sponsors, and that the city will subgrant these funds through a competitive process similar to existing public-services grants. Staff also noted statutory caps on administrative spending (no more than 20% admin for CDBG, 15% for public services) and said the HOPWA allocation will require program setup and partnerships with health-service providers.
The annual action plan is in a 30-day public-comment period that closes May 11; a public hearing was scheduled for May 1. Given the open public-comment period, the committee moved the plan forward to the agenda work session without recommendation so public input can be incorporated.
What’s next: Staff will complete HUD onboarding for HOPWA, run a competitive subgrant process for project sponsors, and return with any requested edits after the public comment period closes.
