The Chino Valley Planning and Zoning Commission voted May 5 to approve ZC 2026‑01, a request to rezone roughly 4.79 acres at 629 North Road 1 East from Agricultural‑Residential (AR‑5) to Single‑Family Residential (SR‑1).
Assistant Director of Development Services Will Denji told commissioners the change would provide a clearer path for dividing the parcel into roughly one‑acre lots in keeping with the general plan’s neighborhood residential density range. Denji said site characteristics — specifically a large portion of the property inundated by sheet flow — make higher‑density development costly, and that staff’s recommendation is “site specific and based on the property’s facts.”
Denji said the applicant’s intent is not to build dense housing: “He doesn't really wanna develop. He wants to cut off the back, sell it, keep his front, the house, guest house, and a couple outbuildings that he currently operates.” The staff report recommended approval subject to the findings and the conditions listed in Attachment A.
Commissioners asked about utilities. Denji said there is no sewer immediately adjacent — the closest sewer is near Juniper — and the town cannot require sewer service unless a future subdivision creates lots smaller than one acre. He added that any lots developed in the future would be required to connect to town water and provide a public‑utility easement, and that staff did not plan to take additional right‑of‑way at this location.
The public hearing on the item was opened and closed with no public speakers. A commissioner moved to approve ZC 2026‑01 subject to the staff report and Attachment A; the motion was seconded and approved by voice vote.
With the rezoning approved, future development of the parcels will return to staff and the commission through the town’s subdivision and site‑plan review processes and must meet the conditions of approval and any engineering or utility requirements identified during those reviews.
