Council members debated cost, schedule and likely future development timelines; one council member suggested installing only the sleeves and completing the trunk line later when needed. The council approved a motion (as amended) to authorize two sleeves and an additional conduit for communications across the road, with a not‑to‑exceed cap of $100,000.
