City staff presented a $256,200 construction budget to repair and upgrade the Metro animal shelter. The work described includes a full roof replacement, conversion from fiberglass to closed-cell spray-foam insulation to reduce odors and trapped moisture, and extending part of the roof to create outdoor storage space the facility needs.
Presenter and shelter staff said the shelter is a joint operation among the city, county and Northport. The city has committed an initial $130,000; staff said the county has proposed addressing drainage issues in the kennel areas and is considering HVAC upgrades. "The county is committed to deal with the drainage issue if we will deal with the $256,000 worth of improvements that Eric has outlined," one committee participant said during the discussion.
Staff recommended drafting a capital-funding agreement among the three partners to clarify responsibilities for capital and operating costs. Volunteers and veterinarians participate on an advisory committee and staff credited those partners with operational support, while committee members urged timely action because current kennel drains create sanitation problems and hamper adoption efforts.
Next steps: staff will draft a capital funding agreement and return with specific allocation language for the committee's review.
