Finance director (S7) and consultant (S12) walked council through recent revenue variances (noting a volatile sales tax pattern: a large May increase followed by a June dip), restricted 'work-in-progress' balances associated with building permit revenues, and capital projects that may be started or postponed depending on the cap. Council debated the merits of a conservative posture (lower cap) versus a more precautionary higher cap to protect reserves and capital spending plans. Several members stressed that some restricted revenues are nonrecurring and should not be treated as ongoing revenues.
After discussion and amendments to assumptions, Councilmember (S2) moved to set the Truth-in-Taxation cap at $860,000 and the motion was seconded (S11); the motion passed on voice vote. Council and staff agreed to continue monitoring revenue performance and revisit projections in subsequent months and to present the number publicly at the required Truth-in-Taxation hearing (scheduled for August 14).
