The Ivins City Council unanimously approved the Planning Commission's recommendation to accept the amended preliminary plan for Canyon Crossings, a subdivision near Snow Canyon Parkway and Snow Canyon Drive.
Staff explained the application is for a subdivision originally filed under prior code; because the process began earlier, the council reviewed the item. The recorded declaration of restrictive covenants will not be signed by the city but will contain enforceable cross-access and cross-parking rights that staff said the city can enforce to preserve parking obligations. Council and staff confirmed provisions addressing trash pickup access, cross-parking, maintenance obligations and conditional-use permit enforcement remain in place.
The applicant noted a handful of vacant retail spaces on the site and said the split into two parcels is intended to improve commercial viability; developers and staff said the parcel split will function as a single development in practice and that the city reserved enforcement rights in the recorded agreement.
Council moved and seconded the Planning Commission's recommendation and approved the amended preliminary plan on a voice vote; the council congratulated the developer and reiterated the city will enforce parking and maintenance obligations through recorded mechanisms.
Next steps include final plat processing and ensuring the cross-access and maintenance agreement is recorded prior to final approval.
