The Ivins City Council on Nov. 20 approved the scope and expenditures for an animal‑shelter expansion project and directed staff to manage subcontract awards within the approved budget rather than seek council approval for each individual subcontract.
Public Works staff presented a line‑item cost estimate showing site work in the right of way and the shelter expansion build‑out; staff noted some items (sewer, demolition and portions of asphalt work) could be completed by Public Works labor to reduce contract costs. Council asked whether using internal staff would create overtime exposure; staff said they did not expect overtime.
A motion was made to approve the expenditures as detailed and to authorize staff to proceed with subcontracting within the approved total without returning to council for each small subcontract. The motion passed. Council noted demolition and fencing removal would begin the following week and asked to be notified in advance of site activity.
Next steps: Public Works will begin site demolition and fencing removal and manage subcontractors to complete the project scope; staff will notify council before major on‑site work begins.
