Public works staff briefed the council on stormwater, water, sewer and streets priorities that will shape the city’s five‑year capital program.
The presenter said stormwater priorities include completing gaps on 400 East and leveraging detention basins in Cuabassa to reduce localized flooding. On water, staff said the city will likely need an additional 1–2 million gallons of storage within five years depending on whether a full secondary irrigation approach is pursued; that need will be refined when the pending water master plan modeling is complete. "We're probably going to need 1 to 2,000,000 gallons of storage within the next 5 years," the presenter said.
For sewer, staff said the master plan recommends roughly $450,000 per year for rehabilitation and replacement work; the Highway 91 lift station is in design and a Lower Tuacon sewer line project is on the five‑year list. Streets priorities include intersection improvements, roundabout design work and equipment replacement for the shop (utility truck, excavator, sewer camera, lifts) to support operations.
Councilmembers asked for follow up on funding sources and whether projects are planned to be covered by impact fees or enterprise funds; staff said many water projects will rely on enterprise fund sources and impact fees where applicable. Staff will return with refined cost estimates and timeline options tied to the water master‑plan updates.
