Borough manager proposes multi-year energy contract to hedge rising rates as data-center demand looms

Palmyra’s borough manager reported March 31 that staff is working with a firm called Energy by 5 to negotiate a multi-year contract that would lock the borough’s electric supply and distribution rates for up to 72 months as local electricity markets face upward pressure from incoming data centers.

"Right now, we're seeing the electric rates rise daily," the manager said, describing the rationale for seeking a longer-term contract to provide price certainty. She told councilors the borough’s current contract expires in December 2026 and that Energy by 5 — formed by former APPI staff who know the borough's accounts — is seeking pricing for a three- to five-year renewal (with the option to extend to 72 months if advantageous).

Councilors pressed for clarity on whether the intermediary would add fees or surcharges; one member said they wanted assurance the contract contained no hidden fees. The manager said she would verify fee structures and declined to sign if terms did not "pass the smell test."

During a later public-comment exchange, speakers and councilors expressed concern about data-center electricity draw and its effect on surrounding communities. The borough also announced a public meeting at 6 p.m. on March 31 in North Cornwall Township to discuss possible regional consolidation of police services.

What happens next: The manager said she expects to sign if confirmed terms are fair; staff will report back on any fees, final contract length and next steps before a binding commitment.
