Council approves budget amendment and a slate of contracts, grants and project agreements

The Lexington Fayette Urban County Council gave second reading and approved an ordinance amending FY2026 municipal budgets and approved a group of resolutions authorizing contracts, procurement and grant applications.
Staff read a list of resolutions and bid acceptances covering infrastructure, procurement and services. Council approved a bid award of $127,375 to Davis H. Elliott Construction Company for concrete tee pads and signposts for a disc‑golf course. The council also authorized grants and agreements including a site‑specific sanitary sewer conveyance agreement for the Jesmond South Elkhorn Water District, a water‑main infrastructure agreement with Kentucky American Water (construction cost cited at $1,410,000 in the staff reading), and a Liberty Road sanitary sewer construction agreement not to exceed $556,074.14.
Council members moved to suspend the rules and give immediate second readings for several time‑sensitive items; each motion was seconded and carried. On those second readings the council approved, among other items, a KY 9‑1‑1 grant application for $253,714 with a local match obligation cited at $28,190, a U.S. Department of Justice hate‑crimes grant application for up to $300,000, and change order number 4 for the new senior and therapeutic recreation center that increased the contract by $547,828.28—raising the total contract value to $17,108,848.19.
Votes on these items were taken by roll call; the mayor announced that the items passed. There was no extended debate recorded on the individual contract awards during the formal votes.
