Vienna council certifies no Jan. 6 closed session, schedules closed session for Jan. 27 to consider personnel

The Vienna Town Council voted unanimously on Jan. 13 to certify that no closed session took place on Jan. 6, 2025, following a weather-related cancellation, and to continue the matter to a closed session on Monday, Jan. 27, 2025, at 6:30 p.m.

Council member Baldwin moved the council "to affirm that a closed session was not held on 01/06/2025" and to adopt a certification resolution authorizing the town clerk to execute it, and to continue the closed session under Virginia Code § 2.2-3711(a)(1) for consideration of personnel matters, specifically appointments and reappointments to town boards and commissions. The motion carried on a roll-call vote with all members recorded as voting Aye.

Why it matters: Virginia Code § 2.2-3711(a)(1) authorizes closed sessions for certain personnel discussions; certification that no closed session occurred preserves compliance and allows the council to schedule a properly noticed closed session to handle confidential personnel matters.

Council member Baldwin opened the item with the motion; the council then recorded votes from Council members Allen, Anderson, Baldwin, Brill, Ramakas, Springsteen and Mayor Colbert. The motion also authorized the town clerk to execute the required certification resolution.

Next steps: The council will meet in closed session on Jan. 27, 2025, at 6:30 p.m. to consider personnel appointments and reappointments to town boards and commissions. Any formal actions that result from that closed session will be reflected in future public minutes and agenda materials.
