Town Attorney counsel summarized legal constraints and said some narrower measures tied to hours or aggregated equipment use are likely more defensible than categorical bans.
Councilmember Chuck (speaker 20) urged staff to return draft language with blanks for specific hours and numerical limits so council can test options before adopting policy. The mayor and multiple members supported having staff prepare ordinance language for future public hearings.
