Polk County awards sign and road-overlay contracts totaling about $2.02 million

The Polk County Board of Commissioners approved two procurement awards during its April meeting in Crookston.
Staff recommended awarding the county’s 2026 sign-replacement quote to Newman Signs of Jamestown, North Dakota, for $16,001.89. The board approved the award by voice vote after a motion and a second.
The board also awarded a set of overlay contracts covering the county’s Casa 2 and Casa 74 segments (and a Clearwater County portion) to RJ Zaveral & Sons, the lowest responsible bidder, at a combined price of $2,000,001.78. The board authorized the county administrator and the chair to sign the contracts; the motion carried on a recorded voice vote.
County staff told commissioners the bids came in near or below engineering estimates and attributed lower prices to market movements in steel and materials. No commissioner asked to delay either award, and commissioners voted to approve both contract awards during the meeting.
What happens next: staff will finalize contract documents and return signed contracts to the board as required. The county will bill Clearwater County for its share of the joint overlay as described by staff.
