Boone council declines immediate transfer — leaves $197,750 in general fund pending review

Andrea said the issue appeared to be an accounting location rather than an improper expenditure and drew on prior audits that did not flag it. "It was not money that shouldn't have been spent. It was just maybe it should have come out of the general fund instead of the trust in the agency," she said. She asked for council direction.
Council members debated pros and cons. One member said an auditor would likely recommend making the transfer; others said leaving the funds in the general fund would maintain flexibility in case of property-tax or levy uncertainties. Council member Tim moved to leave the amount in the general fund at this time and to backfill the trust-and-agency account later if necessary; a second was recorded and the motion carried by roll call with one member voting no.
Council directed staff to watch levy and budget developments and to return with any formal transfers or amendments if required by audit or future decisions.
