City staff to propose vacating two easements to clear path for Block 1 redevelopment

Chad Wilkinson, presenting to the Murray City Council Committee of the Whole, described a staff ordinance that would vacate two municipal utility easements located near 4816 South State Street and 4837 South Poplar Street to clear the way for the Block 1 redevelopment.
Wilkinson said the request comes from the developer, Rockworth, which must remove encumbrances to satisfy lending institutions. "Their lending institutions have a desire to get as many of these easements off of the property as possible," Wilkinson said, explaining that active power lines and related equipment run through the center of the development parcel and will need to be relocated around the perimeter. Wilkinson added that Rockworth has agreed to provide replacement easements for the relocated facilities once the lines are moved.
Wilkinson noted timing is tied to the developer's financing and to coordination with private easement holders; he said the work is expected early in the project and that parking on the site will be eliminated early during construction. He also said Enbridge completed relocation (or abandonment) work to remove an inactive gas line from the site.
No final action was taken at the committee meeting; Wilkinson said the ordinance is scheduled for the council to consider at the next meeting when the city would act formally on the easement vacation request.
