The Spring Independent School District board unanimously approved an order March 24 authorizing the district to pursue unlimited tax refunding bonds that would refinance several prior bond series and lower future debt service.
Trustee Adams moved the measure and Trustee McDaniel seconded it; President Trustee Durant called the vote and announced the motion carried unanimously. The order authorizes the issuance in one or more series and delegates authority to district leadership to complete sale and closing documents under specified parameters.
Baron Wallace, a representative of Bracewell, told the board the order sets the parameters for a refunding sale and that market timing will determine final savings. "When we pass these orders, there's typically a parameter that requires savings," he said, citing a roughly 3% present-value savings baseline as the district's target.
Terrell Palmer of Postal Municipal Advisors said the plan would combine refunding for four series—2016, 2017, 2017A and 2018—so the district could capture economies of scale. He and Wallace told trustees that maturities would stay the same as the refunded debt and that the refunding should lower overall debt service across future years.
Trustees asked whether the refunding would extend the maturity schedule and whether it would reduce total debt service. Advisors answered that maturities would remain aligned with the refunded bonds and that annual debt-service amounts should decline, distributing savings over time. Wallace and Palmer said they expected a pricing window in late April or May with a closing in late May or June.
The board did not record individual roll-call votes in the transcript beyond noting unanimous approval; President Durant declared the motion carried. The district's administration will proceed to select underwriters and finalize offering documents under the delegated authority in the approved order.
