Government Center construction issues and Fairgrounds plans discussed as commissioners receive facilities updates

County Building & Grounds staff on April 2 updated the Board of Allen County Commissioners about a series of facilities and construction issues tied to the new Government Center project and to fairgrounds improvements.
Jason Patchet reported water intrusion at the Government Center caused by a sump pump that had not been properly plugged in, leading to damage to drywall and insulation. Patchet said staff had started a Builder's Risk insurance claim with Sofia Clifton; the county's deductible is $5,000, and Patchet stated he believed the damages did not exceed that amount. He also noted that some of the damaged materials had not yet been installed and therefore may not be covered by Builder's Risk insurance.
Patchet and Mark Evans reviewed a contractor request for a time extension of substantial completion on the Government Center project and discussed the county's planned letter response. The commissioners asked Patchet to obtain cost estimates for a proposed wall movement to expand a conference room at the Treasurer's request; Krista Bohn said she would fund the change order costs if allowed.
Fairgrounds Manager Troy Elwer (introduced as joining the meeting for the update) described proposed plans for a Farm Bureau building and said estimates for a Fairgrounds administration building had been submitted to state legislators' offices for possible funding assistance. Elwer also said a local family pledged $152,000 to replace the Gospel Tent with a permanent 60-by-100-foot structure, and the commissioners indicated they were comfortable with the Fairgrounds proceeding with the project.
Staff presented a proposal to move county offices from the Courthouse to the Government Center with a quoted moving cost of $47,316.50 plus a 10% contingency, and shared a quote from Northwestern Ohio Security Systems for CSEA security/access control work totaling $172,508.63. Commissioners heard additional facility updates: sheriff's office drainage fixes were performing well, a skylight leak at the Clerk of Courts office was being repaired, Veterans Garage vans had been moved to a new location, and chillers were being readied for warm weather.
The board recessed at 9:08 a.m., took up the Building & Grounds update at 9:31 a.m., and adjourned at 11:22 a.m.
