Allen County commissioners approve ARPA payments, grants, contracts and multiple transfers

The Allen County Board of Commissioners on April 2 unanimously approved a package of allocations, contracts and appropriations that included ARPA payments to ongoing Administration Building work, acceptance of state matching grants for airport projects, and county engineering contracts.
Commissioner Brian Winegardner moved and Commissioner Cory Noonan seconded approval of an allocation and encumbrance of unrestricted ARPA funds from Fund 2893 to pay Charles Construction (Pay App 15) into the Administration Building Capital Fund 4022; the motion passed on a roll call vote. The board approved a second ARPA disbursement to Northwestern Ohio Security Systems (Pay App 2) for the same capital project after Commissioner Noonan moved and Commissioner Seibert seconded the motion.
Other formal actions included entering a 2027 Workers' Compensation Group Retrospective Rating Plan Agreement with CCAO Service Corporation; approval to purchase a used 2020 Chevrolet Tahoe from the Plymouth Police Department for the Allen County Dog Warden's Office; and a memorandum of understanding with the Allen Soil and Water Conservation District to administer the MS4 Stormwater Program for calendar year 2026. All motions were moved, seconded and approved unanimously.
The board also approved multiple routine finance items on a consent agenda, including travel expense approvals, several interfund warrants and transfers, and supplemental appropriations across funds for ditches, motor vehicle and gas tax, sewer district, Hamlet of Hume, dog and kennel, the Administration Building, and abatement fees. Commissioners Beth Seibert and Brian Winegardner moved and seconded the consent approvals.
Airport-related actions included authorizing the Allen County Regional Airport Authority to accept ODOT matching grants: $6,300 for preliminary design work on airport drainage reconstruction and $24,736 for reconstruction of apron lighting. County Engineer Brion Rhodes was authorized to enter a grant agreement with the Ohio Department of Agriculture for construction of a two-stage Bixel Ditch (available grant amount listed as $563,605; project cost listed as $480,000) and the board accepted a bid from R & I Construction, Inc. for the Begg Road Bridge Replacement Project at $112,952. Each of those motions passed unanimously.
The board recorded the roll call for each resolution and declared the listed approvals carried. The meeting recessed at 9:08 a.m., resumed for project updates and adjourned at 11:22 a.m.
