Council approves parks and streetscape contracts, reappoints conservation commissioner

The Vienna Town Council on April 28 approved several infrastructure and personnel items moved from the consent agenda into regular business: an IFB award to Ballrock Incorporated for $329,846.96 to replace Meadow Lane Park restroom facilities; a competitively procured irrigation contract for Church Street planters with Hydrotech Irrigation Company; and the reappointment of Cindy Weinberg to the Conservation & Sustainability Commission.
Parks and Recreation Director Leslie Herman told the council she expected the Meadow Lane restroom project to start demolition in October with completion by December and said the playground would remain open during construction. The council approved the IFB award unanimously; staff said the project is funded through 2020 CIP bond proceeds.
On the Church Street irrigation contract, Herman said staff solicited bids through an existing competitively bid contract that includes installation and repairs and estimated about two months for the work and five water meters to start. Council members raised concerns about prior irrigation breakages on Maple Avenue, the procurement documentation and long‑term maintenance; Councilmember Anderson said he did not have enough visibility into the bid package and voted "nay." Councilmember Baldwin also voted nay in deference; the contract nonetheless passed with a narrow margin.
Separately, Councilmember Ramakas moved to reappoint Cindy Weinberg to the Conservation and Sustainability Commission for a two-year term effective May 5, 2025; the council approved the reappointment by roll call.
Council asked staff to follow up with procurement details and service-life expectations for the irrigation systems and to confirm accessibility features for the Meadow Lane restroom project (including automatic door openers) during final design.
