Commissioners issue notice not to renew DJFS lease, direct dissolution of Community Cares Fund

The Athens County Board of Commissioners voted on Nov. 12 to issue formal notice of intent not to renew the lease with the Survivor Advocacy Outreach Program (SAOP), which expires June 30, 2026. The notice, approved by roll call, offers the program an option to discuss a mutually agreed early termination.
Separately, the board instructed the Community Cares Board to dissolve the county's internal 501(c)(3), complete existing grants, and develop an exit plan with legal guidance on how to disburse remaining funds. Commissioners said they want legal input on final disposition and recommended exploring partnerships with established local nonprofits for future grant administration.
Jean Demosky, Director of Job & Family Services, told the board that the Community Cares Fund lacks the internal capacity for compliance and operations and recommended dissolution and using remaining funds to support local initiatives such as Operation Full Belly while completing outstanding obligations.
The motions passed with recorded roll calls; the minutes note that the notice to SAOP meets the lease's 90-day notice requirement and that dissolution will proceed with legal and accounting guidance before any final distributions.
