Jean Demosky, Director of the Department of Job & Family Services, briefed the board on weekly operations and contracting plans during the Nov. 18 meeting.
Demosky said the state has begun releasing partial SNAP allotments and expects full allotments following a state reprogramming step, a timing development important to clients ahead of Thanksgiving. She reported no response yet from an appraiser on the Nelsonville property and discussed alternative local appraisers to expedite a time‑sensitive sale process.
On contracting, Demosky described plans to re‑establish Section 4D pass‑through contracts for multiple partners (Sheriff, Domestic Relations, Prosecutor, Courts) that would mirror prior mechanics (approximately 66% reimbursed through 4D with a 34% local share). The proposal calls for Maximus to draft and manage standardized contract language, add a pause/exit clause to address funding interruptions, and include notification triggers and third‑party approvals to reduce conflicts-of-interest. The board reached consensus to proceed with drafting and return the finalized contracts for review and vote.
Demosky also explained a transition of the Community Cares Fund: rather than continuing a JFS‑operated nonprofit, the Athens County Foundation will hold and manage the funds to reduce administrative burden while maintaining service support. The board expressed support for the transition and requested that draft contracts and details return for formal approval prior to the Jan. 1 target effective date.
Next steps: Staff will schedule meetings with Maximus, solicit sample language from clerks’ groups, and return with draft contracts for board review.
