Mankato EDA awards Orness Plaza and scattered‑site rehabilitation bids, rejects rooftop HVAC bid

The Mankato Economic Development Authority on May 7 approved bid awards for a major rehabilitation at Orness Plaza and for scattered‑site RAD conversion work across the city, and rejected one rooftop‑unit (HVAC) bid that failed to include required documentation.
City facilities staff presented two bid packages for Orness Plaza: package 1 covers common‑area flooring, new ceilings, LVT in residential units and mechanical upgrades; package 2 covers replacement of all residential appliances. "Two bids were submitted by qualified contractors for bid package number 1. Webb Construction was the apparent low bidder at $294,179," said Dustin Bornholt, the facilities manager introduced to the EDA by staff. Bornholt said the city’s internal budget estimate for that work was about $150,086.
On appliances, Bornholt said the apparent low bidder was Quality Appliance with a bid of $141,900; the city’s budgeted estimate was roughly $140,000. The EDA adopted the resolution to award the contracts as recommended.
The board also considered Capital Improvement Project 11204, a scattered‑sites RAD conversion that includes appliances, LVT flooring, concrete patios, driveways, soffits, electrical upgrades and fire systems. Staff said one qualified contractor submitted a base bid of $215,000 versus the city’s estimate of $143,324; the resolution to award that bid passed.
On the rooftop‑unit replacement at Orness Plaza (project 11237), staff said the sole bidder, Scolgan Mechanical, failed to submit required bidding documentation. "This one's frustrating because the bidder did not submit all the required bidding documentation, so we had to withdraw his bid," Bornholt said. The EDA voted to reject the bid and directed staff to repost the procurement.
All three items were put before the EDA as resolutions and passed by roll call. The rooftop‑unit work will be re‑bid after staff complete required corrections to the solicitation.
What happens next: staff will finalize award documents for the approved bids and will repost the rooftop‑unit solicitation; project schedules and contractor start dates were not specified in the presentation.
