Land use: On second reading the council approved Ordinance Nos. 2026‑14, 2026‑15 and 2026‑16 to annex approximately 0.2 acres at 1634 Pine Hill Drive, amend the comprehensive plan’s future land‑use map to low‑density residential, and apply R‑1A single‑family zoning. Staff noted the approvals were based on findings in the planning-and‑zoning memorandum and discussed a pending state law that could change extraterritorial utility policy in 2027.
Tax exemption code: The council also adopted Ordinance 2026‑17 on second reading to amend city code chapter 54 related to economic development ad valorem tax exemptions; staff described this as a code change following prior resolution adjustments to abatement criteria.
Infrastructure and contracts: Council approved a work order (No. 12) for storm‑drain cleaning and cured‑in‑place pipe lining funded from the streets and stormwater budget in the amount budgeted ($250,000). The council also approved a contract award to Sweep 1 LLC (Sanford) for street‑sweeping services in the amount of $176,160 (unit price $42.15 per curb mile; six sweeps per year); staff said the city maintains roughly 600 curb miles and DOT road-mile surcharges apply. Finally, council approved a $138,157 task order to Atkins Realis USA to design intersection improvements at Wickham Road and Mariah Drive (realignment and a dedicated left‑turn lane) with coordination required with Brevard County and the Live Oak HOA.
Council votes were recorded on the ordinances by roll call; the procurement items passed on motions and voice votes. Staff said funding for the contracts is available in the current fiscal year budgets and identified the next steps and due diligence for each approved task order and contract.
