A Melbourne resident told the City Council on April 14 that repeated weekend gatherings near his home have generated intolerable noise, sleep disruption and community disturbance, and asked the city for a resolution to the problem.
"Every weekend it's like straight out of Compton," resident Dan Tortio said, describing recurring loud groups, alleged drug activity and disturbances near his property. He said he had provided video and asked for stronger enforcement: "I've had the Melbourne Police Department out there numerous times ... I feel like they're handcuffed."
Council members and city staff discussed enforcement tools. City staff said the city recently gained additional trespass authority and has undertaken proactive patrols and arrests for DUI, narcotics and disorderly conduct. Council asked whether police or code enforcement have calibrated decibel meters or contract for sound-level readings; staff said officers do not generally carry decibel meters and that the city has not contracted decibel measurements in recent years but could explore options.
City Manager (Miss Lam) committed to follow up with police and code enforcement and to convene meetings with the resident and relevant staff to examine possible next steps, including targeted code‑enforcement visits, trespass notices, and whether contracting for certified decibel measurements is warranted.
No formal action was taken that night beyond the commitment to follow up, but council members emphasized the need to establish a clear pathway for enforcement when private‑property gatherings create neighborhood disturbance.
