Commissioners approve Welcome Center change order, move forward on airport grant pre‑applications

Adams County commissioners on Jan. 12 approved Change Order No. 5 for the Adams County Welcome Center, adding $12,780.86 and 14 calendar days to the AxCraft LLC contract to cover exterior drainage work, additional tree removal and bathroom accessories. Economic Development Director Paul Worley recommended the change order; Commissioner Kelly Jones criticized initial excavation work and faulted the county engineer for the need for extra removals.
Separately, the board authorized FY2026 pre-applications to the Federal Aviation Administration for Alexander Salamon Airport projects prepared by Stantec Consulting Services. The scope includes reconstructing airfield drainage/erosion control and resealing/resurfacing Runway 5/23 and replacing the rotating beacon. Commissioners noted the airport improvements would be funded 100% by the FAA and not by county property tax dollars (Resolutions No. 2026-015, 2026-016, 2026-018).
The board also approved a CEBCO 2026 Wellness Grant Agreement totaling $10,030 in administrative and program funds (Resolution No. 2026-017). The actions were unanimous on the recorded roll calls.
