Adams County advances $300,000 to Children’s Services after levy shortfall

Adams County Commissioners voted Jan. 12 to advance $300,000 from the county general fund to Adams County Children’s Services to cover day-to-day operating costs after the agency reported losing a 0.70 mill levy. Sonya Meyer, executive director of Adams County Children’s Services, told the board the agency faces $359,891.15 in January debt for utilities, payroll and foster care expenses; fiscal officer Katie Ross said the county auditor had no advance levy funds available.
The board approved supplemental transfers, additional appropriations and reductions in other salary and benefits lines to balance department budgets and specifically authorized a $300,000 cash advance (Resolution No. 2026-019). Commissioner Barbara Moore Holt and Commissioner Kelly Jones supported the transfers; the roll call showed each commissioner voting aye.
Commissioners encouraged Children’s Services staff to meet with the Children Services Board to develop a public outreach plan explaining how levy revenue is used, and they urged internal planning to reduce reliance on advances. The motion and transfer approvals were procedural votes authorizing finance adjustments rather than new levy action; the board did not set new millage rates at the meeting.
The board recorded the transfers and appropriations on the agenda, including a $90,000 cash transfer to the Dog & Kennel fund and several departmental appropriation shifts. The county will await state reimbursements (foster care, TANF) that staff said have unspecified deposit dates in January.
