Edinburg council approves $283,279 traffic-signal contract and rejects impact-fee study RFP to reissue in phases

The Edinburg City Council on Tuesday approved a professional-services contract not to exceed $283,279.35 to The Levy Company to install a traffic signal on Jasmine Road and authorized the city manager to execute the agreement.

The council took the vote after the city secretary read the RFP caption for RFP 2026-008FM28-12; a motion and second were recorded and the mayor called the item approved with no further discussion.

Separately, council voted to reject a submitted RFP for a development-impact-fees nexus study and directed staff to reissue the solicitation in phases. Tom Reyna, the assistant city manager, told the council rejecting the current proposal would allow the city to narrow the scope and release a phased procurement so consultants could complete critical infrastructure elements first, with street maintenance and other components added in later phases. “We will do it in phase 1, phase 2,” Reyna said, describing phase 1 as the portion addressing critical infrastructure and noting that public hearings and meetings are required as part of the study.

Council members moved and seconded the rejection so staff could solicit a revised scope; the motion passed on a voice/hand-raise vote with no recorded roll-call tally in the transcript. The council also approved the consent agenda later in the meeting.

Next steps: staff will reissue the impact-fees RFP in phased scopes as described by the assistant city manager and will proceed with the traffic-signal contract execution, pending the city manager's signature and completion of required procurement documents.
