Vienna council approves bike-share stations, parks master plan and multiple contracts; votes at a glance

Vienna’s Town Council on July 7 voted to approve a suite of projects and appropriations, including a $231,000 grant-funded purchase and installation of capital bike-share stations, adoption of the town’s first parks and recreation master plan and several contract renewals and appropriations.
The council unanimously approved the bike-share purchase order — funded 80% by a VDOT Transportation Alternatives grant with a 20% local NVTA30 match — to buy and install up to five capital bike-share stations in Vienna. Brad Baer, director of public works, said the 25 bikes planned for Vienna will be integrated into Fairfax County’s countywide system, which will manage operations and maintenance.
Deputy Director Nicole Valcedo presented “The Plan to Play,” Vienna’s parks and recreation master plan, describing 18 months of outreach, revised language based on a June work session and a funding analysis to guide future capital decisions. Council approved the plan with minor edits; Council member Baldwin recorded the lone nay vote.
Council also approved a maintenance and support contract with Tyler Technologies for $216,058.05 to continue the town’s ERP/accounting services and appropriated up to $414,750 for legal services with Briglia & Huddl PC for FY2025–26. Council certified a closed session held earlier that evening concerning personnel (advertising the town clerk position) and scheduled a continuation on Aug. 25, 2025.

What’s next Staff said the bike-share stations will be installed and then turned over to Fairfax County for operations; the parks master plan will inform the upcoming capital improvement plan and budget discussions. The council moved immediately into a work session to discuss deer management after adjourning.
