The Auglaize County Board of Commissioners met Oct. 21 and Oct. 23, 2025, and approved a slate of routine resolutions and appointments, the board recorded in its Clerk’s Journal. President David Bambauer presided at both sessions.
On Oct. 21 at 8:05 a.m., Commissioner Douglas A. Spencer moved to approve the resolutions as presented; Commissioner John N. Bergman seconded. The resolutions were distributed for each commissioner’s vote and signature. Among items later documented in the clerk’s journal were Resolution No. 25-539, approving an agreement with Stellar Services LLC for inmate banking and commissary services for the county jail, and Resolution No. 25-540, accepting a retirement from an employee in Job and Family Services.
On Oct. 23 the board again approved resolutions at the start of the meeting after receiving and signing the county check register. The clerk’s journal for Oct. 23 lists Resolution No. 25-541 (authorizing a budget adjustment), Resolution No. 25-542 (setting the date and time for a special session), Resolution No. 25-543 (appointing Jennifer Zwiebel as a replacement prevention specialist to the Western Ohio Child Abuse and Child Neglect Regional Prevention Council pursuant to O.R.C. 3109.172), and Resolution No. 25-544 (authorizing the county auditor to draw warrants for then-and-now certificate payments).
The journal records that the Board approved drafting a resolution to appoint Jennifer Zwiebel (Wapakoneta City Schools) to the Western Ohio Child Abuse and Child Neglect Regional Prevention Council after Julie Gossard of Job and Family Services raised the vacancy caused by Carrie Knoch’s departure. The resolution number and appointment are recorded in the clerk’s official journal; the minutes do not provide a roll-call vote or tally tied to that individual resolution beyond the general approval of resolutions earlier in each meeting.
County Administrator Erica L. Preston provided routine administrative updates at each session. Her Oct. 21 report noted progress on an IT storage room, confirmation that the required Airport Master Plan Update open house will be held the first week of December, circulation of a draft press-release letter related to the Vancrest project in Auglaize County, and a newly released Auditor of State bulletin (No. 2025-013) that staff will review to determine whether an additional policy is required. She also said departments requesting county-issued credit cards will be provided a copy of the county’s Credit Card Policy.
On Oct. 23 Administrator Preston said the county is preparing applications for potential Demolition and Brownfield grants and is moving forward with a Phase 1 assessment for the City of St. Marys Administration Building in anticipation of a Brownfield Grant application. She reported the structural engineer’s initial review of the LEC and Auglaize Industries found no current concern regarding occupancy, but that a follow-up inspection is planned. Preston also noted outreach events and deadlines, including a special session scheduled Oct. 27 to discuss ODOD demolition and brownfield programs with cities, villages and townships, and an AES Ohio project open house on Oct. 27 at the First Church of New Knoxville.
The clerk’s journal and minutes record routine administrative business and the listed resolutions; where the minutes document only that the “resolutions were approved as presented,” the minutes do not supply individual roll-call tallies or motions tied to each named resolution. The clerk’s record contains the formal resolution texts and signing/execution records.
The Board adjourned at 2:00 p.m. on Oct. 21 and at 11:30 a.m. on Oct. 23. The clerk’s journal serves as the official record of resolutions presented and the appointment referenced above.
