Staff presents TIP amendment for Winchester Road right-of-way; committee discusses project timing and funding constraints

Staff presented a proposed amendment to the Transportation Improvement Program to add a right-of-way acquisition phase for widening and reconstructing U.S. 60 (Winchester Road) between Polo Club Boulevard and McKinley Wood at the committee's April 29 meeting.
A staff member said the scope includes widening the roadway and several redesigned intersections, and that some of the intersection treatments under consideration are innovative designs such as arc cuts or roundabouts. "So the proposal is that the state is ready to proceed with right of way acquisition for this roadway starting at the end of specific design of this road," the staff member said.
Staff told the committee that the Kentucky Transportation Cabinet (KYTC), District 7, is preparing schematic designs and will provide them to MPO staff for review in May; MPO and technical committees will evaluate the designs for complete-streets elements such as bicycle and pedestrian facilities before making formal recommendations. The staff member said several projects include multiple funding sources and that staff must track matching funds before later phases can proceed.
Committee members asked whether there are candidate projects in Jesmyn County and how project selection will proceed. Staff described the typical call-for-projects process (submissions, non-federal match identification and internal scoring) but noted current staffing constraints in the Division of Engineering limit the agency's ability to take on additional work this year. That constraint may delay moving new projects into design or right-of-way phases, staff said.
Staff also updated members on district funding: the southern section of a corridor has funding to enter a right-of-way phase using a federal STP grant, while the northern section remains a higher priority but both sections will see some movement. Staff said they will review KYTC schematic designs in May and forward recommendations to the technical committee for formal review.
Next steps: MPO staff will review schematic designs from KYTC, coordinate complete-streets checks, and return recommendations to the technical and policy committees; questions about specific state schedules and final funding commitments remain with KYTC.
