Transportation Policy Committee adopts FY2027 unified planning work program

The Transportation Policy Committee adopted Resolution 2026-4 approving the fiscal year 2027 Unified Planning Work Program at its April 29, 2026 meeting following a staff presentation and a public hearing that produced no public testimony.

A staff member described the draft UTWP as the short-range planning document for the next five years that houses the Transportation Improvement Program and related tasks, including corridor flow work, small-area planning assistance, program administration and recurring safety and transit asset-condition reviews. "This is where our transportation improvement program, resides," the staff member said during the presentation.

The staff member told the committee the MPO conducted a 15-day public comment period on the draft. Chair Jeff opened the public hearing and, after receiving no requests to speak, closed it: "Seeing none, no formal comments were submitted," the chair said.

Committee members then moved and seconded adoption of the work program. The chair called for those in favor to signify by raising their right hands and announced the motion carried.

Why it matters: the UTWP outlines the MPO's planned studies, outreach and project-development activities for the coming fiscal year, provides the administrative framework for TIP updates, and identifies federally required processes (staff noted the congestion-management process update that the MPO expects to complete in 2027). The adopted document frames staff work and resource needs for short-range planning and TIP coordination with state partners.

Next steps: staff said long-range planning work (including a planned Lake Strand long-range transportation plan) and the MPO's routine program administration tasks will proceed under the approved UTWP; staff will continue coordination with technical committees and with state agencies on project phasing and design reviews.
