Planning staff presented two annual reports and a final plat recommendation at the March 9 meeting.
Code enforcement: Staff highlighted the 2025 code enforcement annual report, which recorded 279 complaints for the year and an 88.7% resolution rate in 2025. Staff credited a partnership with Mountain Bay Metro Police Department community service officers for helping increase enforcement capacity and reduce case time; staff also noted improvements in case tracking and the online portal that capture case time to first inspection and time to completion.
Commissioners discussed the year‑to‑year pattern in complaints, noting data‑system transitions, staffing fluctuations and a reduction in enforcement activity during the COVID period contributed to uneven totals across years. Staff said long‑running cases were being closed with partner assistance and stressed that many complaints are customer‑service issues that do not all become formal violations.
Planning & Development annual report: Staff previewed the department’s larger report, noting the total valuation reported for 2025 at about $48,000,000 and contrasting 2023’s higher valuation (approximately $91,000,000) tied to larger industrial and public projects. The report includes permit type breakdowns, maps of project locations, and detailed housing data the staff urged commissioners to review.
Final plat: For the HinterSpring Second Addition (Timber Ridge Builders), staff recommended forwarding the final plat for 11 single‑family lots to the Village Board subject to the conditions in the draft resolution, the execution of a development agreement, and completion of required public improvements or financial security prior to permit issuance. On a motion by Commissioner Mumper, seconded by Commissioner Gernt, the commission recommended board approval.
