Adams County commissioners approve bills, reappointments and levies; Children's Services to seek 1.5-mill levy

At its Jan. 20 session the Adams County Board of Commissioners handled a slate of routine and administrative matters: approving payments totaling $428,845.15, confirming resolutions to reappoint a member to the Alexander Salamon Airport Authority, designating county voting representatives to the County Commissioners Association of Ohio, approving contracts and a cybersecurity assessment, and authorizing a supplemental budget transfer.
The board approved the Auditor's bill list and departmental line items by motion (Res. 2026-021) on a roll call (Moore Holt Aye; Jones Aye; Hayslip Absent). The board also approved a procurement plan for the Department of Job and Family Services (Res. 2026-025) and authorized a memorandum of understanding to compensate instructor David D. Wilson Jr. for OCDA training sessions not to exceed $1,300 (Res. 2026-026).
Dennis Barnd was reappointed to the Alexander Salamon Airport Authority Board (Res. 2026-027). The board designated Kelly Jones as Adams County’s official voting representative and Barbara Moore Holt as alternate for the County Commissioners Association of Ohio (Res. 2026-028).
Sonya Meyer, Executive Director of Adams County Children's Services, requested additional operating funding and the board voted to seek a 1.5-mill levy for five years commencing in 2026, first due in 2027, to support Adams County Children Services and Wilson Children’s Home under Sec. 5705.24 of the Ohio Revised Code (Res. 2026-029). Commissioner Barbara Moore Holt acknowledged the increased property tax burden noted by the Department of Taxation but emphasized the county’s responsibility to maintain care for children.
The board approved entering executive session at the request of Economic Development Director Paul Worley to discuss confidential business information under ORC 121.22(G)(8) (Res. 2026-030) and reconvened. The board approved a lease agreement with the Adams County Agricultural Society assigning operating costs to the county (Res. 2026-031), a $3,500 cybersecurity gap assessment agreement for the Board of Developmental Disabilities (Res. 2026-032), and a supplemental transfer of $20,000 from equipment to contract services in the Auditor’s budget (Res. 2026-033). A courthouse grounds use permit for America 250 Adams County Committee’s June 13, 2026 picnic was reviewed and approved.
Prosecuting Attorney Aaron Haslam briefed the board on a proposed Joint Fire & EMS District that would include Brush Creek, Tiffin and Liberty Townships and the Village of West Union; Haslam said the prospective district does not want citizens double-taxed and is willing to wait until after the election but is exploring a contract with the commissioners about levy-share arrangements.
The board adjourned at the end of the docket; no additional formal votes on implementation details for the approved levies were recorded at this meeting.
