FAA briefing highlights fuel‑farm, culvert and runway guidance among Adams County Airport priorities

President Barbara Moore Holt presided over a Dec. 1 Adams County Commissioners meeting that included a 2026 FAA planning briefing for the Adams County Airport. Dennis Barnd, president of the Adams County Airport Authority, joined FAA representatives Gordon Bowdell and Geoffrey Nelson and consultants from Stantec and ODOT to outline project priorities and funding options.
Gordon Bowdell of the FAA presented information on open grants, Airport Improvement Program (AIP) and Airport Improvement Grant (AIG) funding allocations, and the Airport Capital Improvement Program (ACIP) review process. Bowdell identified three priority projects for the airport: construction of a fuel farm, culvert replacement, and reconstruction of runway visual guidance systems. The briefing emphasized grant eligibility and the need to align project timelines with FAA funding cycles.
Barnd represented the airport authority during the briefing; Stantec consultant Brian Crosier and Mark Groves of ODOT participated in the discussion. The board did not vote on airport projects or commit county matching funds during the session but received the FAA’s overview to inform future deliberations and grant applications.
The commissioners reconvened routine business after the briefing. The next procedural step for airport projects will be staff follow‑up with the FAA and consultant teams to prepare grant applications and scope estimates.
