Vienna council adopts supplemental carryforwards, appoints John Zimmerman to pedestrian advisory panel

The Vienna Town Council on Oct. 6 voted to adopt a supplemental appropriations amendment to carry forward outstanding general-fund purchase orders into fiscal year 2026 and appointed John Zimmerman to the Pedestrian Advisory Committee.
Finance Director Steven Barlow told the council that many purchase orders issued in fiscal 2025 — particularly for the town's vehicle replacement program — have not been delivered and should be carried forward. "The vehicle replacement program totals $1,500,000," Barlow said, and he said an additional $150,000 of general-fund purchase-order obligations were being recommended to roll forward. Because the requested appropriations exceed 1% of the general fund, Barlow said a public hearing was required before adoption.
After closing the public hearing, Council member Springsteen moved to adopt the amendment "as presented," and the motion passed with all members present voting in favor.
Earlier in the meeting, the council voted to appoint John Zimmerman to the Pedestrian Advisory Committee for a two-year term effective Oct. 27, 2025. The motion to appoint Zimmerman passed unanimously.
The council's adoption was procedural: the measure preserves funding for previously authorized purchases that have not yet been completed, and staff said it ensures that funds remain available for their intended purposes. The town clerk was directed to advertise a notice of adoption as required by statute.
