Board approves $5,000 MIPA update to county C2C plan's economic prosperity chapter

Harder said chapter 6 has not been comprehensively updated since the plan's earlier drafts and noted that prior work used older data (pre-2020 Census and 2015 ACS-derived figures). Phase 1 of the MIPA proposal would update data and analysis; Phase 2 would revise goals and objectives based on additional information and public input. The proposal is a $5,000 lump sum with 90 hours of work; staff described plans to facilitate public input in partnership with the Story County Economic Development Group and the Alliance and to use a work session with the board and MIPA after data collection.
Board members emphasized the need for robust, proactive public outreach that goes beyond posting surveys on the county website; Harder said staff will reach out to stakeholder organizations, libraries, city councils and other forums, and will provide a public engagement plan. Harder also indicated the department can absorb the $5,000 within current funds but had not previously budgeted the project.
What happens next: staff will finalize arrangements with MIPA, undertake data collection and public outreach, and return with a work session and draft updates for board review.
