Adams County EMS reports staffing strain; commissioners approve resignations, terminations and status changes

Adams County Emergency Medical Services told the Board of Commissioners on March 9 that staffing pressures required temporary coverage of Manchester EMS runs and that recent staffing adjustments lowered payroll costs by roughly $10,000 biweekly.
Chief Dusty McCleese said the service ran 84 calls and covered Manchester EMS when that agency lacked staff; he said the next phase of budget reductions would include station brownouts if additional cuts are needed, an option he wished to avoid.
The board took several formal personnel actions based on Chief McCleese’s recommendations. It accepted the resignation of Part-Time Basic EMT Andrew Crawford effective March 9 (Resolution No. 2026-092). The board approved terminations for inactivity of Part-Time Basic EMT Kylie Walters and Part-Time Paramedic Timothy Johnson effective March 9 (Resolution No. 2026-093). The board approved a status change for Tanner Arey from Part-Time Basic EMT to Volunteer Basic EMT effective March 9 (Resolution No. 2026-094). The board also approved a transfer of sick time from one EMS employee to another (Resolution No. 2026-095).
Each personnel action passed on a roll call with Commissioners Kelly Jones and Barbara Moore Holt voting aye and Commissioner Jason Hayslip recorded absent. The chief also reported that the Board of Health will reimburse EMS monthly for billing payments that should have been sent to EMS initially because the county operates under one tax identification number.
