Adams County opens multi-million-dollar bids for 2026 paving and chip-and-seal projects

At 9:15 a.m. on March 9, Adams County opened bids for its 2026 OPWC paving and chip-and-seal programs. The lowest paving bid was $969,104.50 and the lowest chip-and-seal bid was $1,190,700.00; both were turned over to County Engineer Lee Pertuset for evaluation.
Adams County Commissioners opened two sets of bids for the county’s 2026 Ohio Public Works Commission (OPWC) paving and chip-and-seal programs during the March 9 meeting.
For the 2026 OPWC paving project two bids were read: Brown County Asphalt at $969,104.50 and Brown County Construction at $1,074,192.00. For the 2026 OPWC chip-and-seal program two bids were read: Runway Incorporated at $1,190,700.00 and SC Construction at $1,333,100.00. County Engineer Lee Pertuset received the bids for review and consideration.
Pertuset also briefed the board on other engineer items, including the former dog kennel building (which needs a new roof or demolition) and bridge replacement projects on Brush Creek Road and Lick Skillet Road; he said grants have been secured to replace two bridges in summer 2026 but completion will depend on flood season.
The bids were submitted at a public opening and will be evaluated by the County Engineer’s office before any award recommendation is returned to the board.
