LITCHFIELD, Ky. — The Litchfield City Council took up the first reading of a proposed telecommunications franchise ordinance for Unity, a company Arlene said merged with Windstream last year.
Arlene told council the ordinance would grant a nonexclusive franchise to operate and maintain a telecommunications system in the city’s rights-of-way, and she walked members through the ordinance’s sections: definitions, existing legislation, application procedures, a $5,000 application fee (which Unity will cover), standards, moving permits and tree trimming, required bonds and indemnity, insurance requirements, nondiscrimination and affirmative action provisions, transfer-of-control rules, a 10‑year franchise duration, penalties for noncompliance and aesthetic standards.
Arlene said the text is lengthy and will be advertised in the paper as required for ordinances; she offered to circulate the full ordinance and a summary to council members between readings. No council action was taken beyond the first reading; Arlene said a second reading will be required to adopt the franchise.
