Asked why the leave payout change was proposed, a council member asked whether accrued leave should be considered earned compensation. The city’s human resources representative said the policy aligns with practice used by other Georgia cities, where vacation accrual is intended for time off rather than large lump‑sum cash payouts at separation.
Council members discussed both employee retention and the practical effects of the changes—one member urged exploring longer‑term retirement incentives and investment options for long‑tenured employees. The manager said staff will hold town‑hall sessions with employee groups in May to refine long‑term approaches and collect employee input.
