Council approves annexation for Jones Dairy, museum roof, cross-connection contract and equipment purchases

At its May 5 meeting the Fort Atkinson City Council approved a series of formal actions spanning land use, capital projects and municipal contracts.
Annexation and land-use: The council adopted an ordinance annexing a portion of the parcel at 744 Jones Avenue (requested by Jones Dairy) to facilitate construction of a wastewater pretreatment plant and to correct boundary lines. The Plan Commission had recommended annexation; the Department of Administration found the petition to be in the public interest. The council also approved a certified survey map (CSM 26-2026-07) for the same property, subject to staff corrections.
Hoard Museum roof: The council accepted the low bid from Reliable Roofing and approved replacement of the Hoard Historical Museum roof as a 2026 CIP project, with a contract value not to exceed $141,640. Funding will come from the Hoard trust fund held at Premier Bank, established by Bill and Mary Hoard, per the museum director’s presentation.
Cross-connection inspection contract: To address staffing shortfalls in periodic commercial backflow and cross-connection inspections, the council authorized the city manager to enter a two-year contract with HydroCorp for cross-connection inspection services: $18,690.05 for year one (2026) and $19,437.65 for year two (2027). Staff said the contract is intended to bring the city back into compliance with DNR reporting and safety requirements.
Bucket truck purchase: The council approved purchasing a 2023 Chevrolet chassis bucket truck equipped with Versa Lift from Custom Truck 1 Source at a price not to exceed $137,400; staff said the purchase is within the 2026 CIP budget of $170,000.
Proclamations, claims and finance items: The council approved proclamations recognizing National Police Week, EMS Week and International Firefighters Day, National Public Works Week, and Wisconsin Wastewater Professionals Appreciation Day. The council also voted to disallow a liability claim related to wind damage per staff recommendation and approved the verified claims and authorized payment as presented by staff.
Votes: Most actions passed on voice votes or unanimous roll calls as recorded in the meeting transcript. Where applicable the council suspended rules to allow a third reading and voted to adopt the annexation ordinance for 744 Jones Avenue.
