Commissioners approve consent items including Brownfield assessment, EMA–LEPC agreement and outside counsel limit

On Jan. 22 the Board approved routine consent items: a $4,200 Partners Environmental Phase I assessment under an EPA Brownfield Coalition Grant, a 2026 EMA agreement with the Local Emergency Planning Committee for $22,000, and an outside counsel proposal from Zaino Hall & Farrin LLC limited to 20 hours or $10,000. Additional appropriations and Then & Now certificates were also approved.
The Washington County commissioners handled several routine and grant-related items on Jan. 22 during the business meeting.
The Board approved a $4,200 proposal from Partners Environmental to perform an ASTM and Ohio EPA Voluntary Action Program Phase I property assessment at 308 Putnam Street in Marietta under an EPA Brownfield Coalition Grant. Commissioners also approved an agreement for calendar-year 2026 between the Office of Emergency Management (EMA) and the Local Emergency Planning Committee (LEPC) under which EMA will provide administrative and program support to the LEPC; the total cost to the LEPC for services is $22,000. The Board approved a proposal from Zaino Hall & Farrin LLC to provide outside legal services related to tax matters, with a fee limit of 20 hours or $10,000, whichever occurs first.
Other routine items approved on the agenda included additional appropriations (Treasurer $1,212.04 and Behavioral Health Board $200,000) and three Then & Now Certificates from various departments as prepared by the Clerk. The Board approved the list of bills for payment as prepared by the County Auditor.
Douglas Moore, the 911 Director, separately discussed ongoing NextGen 911 implementation and data discrepancies and recommended a mapping project with Digital Data Technologies, Inc.; Commissioner Schilling encouraged Moore to work with the Grant Department on funding options. The Board approved all consent and routine items by unanimous roll calls.
