Commissioners approve Devola Sewer Project payments, road-use agreement with AEP Ohio and small brownfield change order

Washington County commissioners on Dec. 3 approved payments and agreements tied to ongoing infrastructure work, including progress payments for the Devola Sewer Project and a road-use maintenance agreement with AEP Ohio Transmission Company.
Commissioner Eddie D. Place moved and Commissioner Ronald G. Nohe seconded the payment approval for RDR Utility Services Group: Invoice #29 for $182,789.25 and Invoice #30 for $113,142.77. The minutes record a total project cost to date, including retainage, of $16,258,353.10. The motion passed unanimously.
Separately, the board approved a Road Use Maintenance Agreement (RUMA) with AEP Ohio Transmission Company that requires AEP to maintain and repair Washington County and Palmer Township roadways for damage resulting from ingress and egress related to a planned transmission project; Palmer Township requested that the County Engineer administer and manage the project and coordinate with AEP on its behalf. Commissioner Place moved the RUMA approval; Commissioner Nohe seconded and the motion passed on a unanimous roll call.
The board also approved a small change order under a Brownfield Coalition grant: an increase of $2,555 to Partners Environmental's contract for an abandoned-mines inventory in Guernsey County, bringing that contract total to $8,500. The minutes state the change order covers additional hours spent on the project and the motion passed unanimously.
All three actions were recorded as unanimous roll-call votes and the supporting documents and invoices are on file in the commissioners' office, according to the minutes. The meeting adjourned at 9:13 a.m.
