Washington County commissioners approve appropriations, transfers and acknowledge delinquent-tax report

The Washington County Board of County Commissioners on Nov. 26 approved a series of fiscal motions including additional appropriations, interdepartmental transfers, a Then & Now certificate, and travel requests; the board also acknowledged the Prosecutor's 2025 DTAC report.
On a motion by Vice President Eddie D. Place, seconded by Commissioner Ronald G. Nohe, the board approved additional appropriations that included $10,000 to County General (1000-30-101-530400), $46,000 and $4,600 to the Building Department (1000-30-170-510100 and 1000-30-170-511000), $12,500 to the Auditor (1000-30-120-510100), $17,000 to the Auditor Real Estate Assessment fund (2122-30-120-510100), and $2,814.35 to Engineer Belpre Trail (4551-33-500-550000). The same motion carried unanimously at roll call.
The board approved transfers including I.T. transfers totaling $4,200 across salary/object lines, an Auditor transfer of $5,584.81, Job & Family Services transfers of $5,000, and Children Services transfers of $384.94 and $109,153.27. Flite Freimann, Director of Job & Family Services, told the board "the state mandates a minimum amount each year that the county must give to Children Services and they have expended well beyond that amount this year on placement costs. Children Services does not control the cost of placement. Mr. Freimann hopes the additional Children Services levy will improve finances next year." The motions to approve transfers were moved by Vice President Place and seconded by Commissioner Nohe and the roll calls were unanimous.
The board approved a Then & Now certificate for the Sheriff's Department in the amount of $18,250.00 and authorized travel reimbursement for Commissioners Charlie Schilling, Eddie D. Place and Greg Nohe to attend the CCAO Winter Conference in Columbus Dec. 3–4, 2025. The commissioners' travel request included overnight lodging on Dec. 3 due to distance and timing.
The Prosecutor's 2025 DTAC report was acknowledged; the minutes state it shows $143,987.99 in delinquent taxes and associated amounts collected on behalf of the county. Motions for these items were recorded as moved by Vice President Place and seconded by Commissioner Nohe; all carried by unanimous roll call.
The board did not set new levy action at this meeting; Flite Freimann noted a hope that an additional Children Services levy would improve finances next year but did not propose a specific levy measure during the session.
