Councilmember Sharon Perry moved that the Newport City Council adopt the memorandum/resolution circulated by regional partners, which would "prohibit the discharge of landfill leachate, treated or not, anywhere within the Memphremagog Watershed within the boundaries of Newport City." After discussion about the scope of the resolution, what other towns in the watershed have been approached, and requests for more technical information on how leachate is managed elsewhere, the council debated whether to adopt now while continuing to pursue public education and regional conversation.
Several council members and residents said they were comfortable adopting the resolution as a formal expression of the city's position while continuing to request more technical briefings. Councilmember Sharon Perry moved the resolution; it was seconded and adopted by voice vote. Mayor Rick Efertjes signed the resolution during the meeting.
